Job Description:
Scope of work:
1) Contractor will work with Permitting Services and designated staff and stakeholders to develop 5-Year Strategic Plan.
2) Contractor will provide candidate(s) with Expert experience in:
DPS is looking for a consultant to work with and strategize a five-Year Strategic plan. DPS is a one-stop shop for permits and licenses in the Montgomery County area. The Department has five divisions: Residential Construction, Commercial Construction, Land Development, Zoning and Code Compliance, and Customer Services and Support. Staff includes management, plan reviewers, inspectors, permit technicians, and administrative staff, with 244 full-time employees.
The Director of DPS and leadership recently worked on and revamped the Department’s core values, mission statement, vision statement, and what most call SWOT, strengths, weaknesses, opportunities, and threats. The consultant and leadership will use this to create a strategy that improves the Department’s overall success, improving the department's efficiency and effectiveness looking into the next five years.
This plan would include high-level goals and objectives that represent meaningful steps toward the Department's goals, as well as an action plan that describes how objectives will be achieved and measured. The plan would touch on topics such as expanding on customer service, measuring and evaluating customer satisfaction, ability to meet customer needs, looking at current business strategies and business environments, improving efficiency and productivity throughout the Department, projects to achieve, evaluating and measuring how well the Department is doing, training, employees development and enhancing their knowledge and skills to maintain a competitive edge in the market, overcoming organization obstacles, and keeping up with the latest technology. The consultant and DPS leadership would need to look at, analyze, and factor such things as racial equity and social justice, community profile, historical roots, regional settings, climate, demographics, economy, stakeholders, staff, financial responsibilities, co-agency responsibilities, marketing strategies, and regulatory environment. Lastly, using all the findings above to develop the strategy, execution, implementation, and maintenance for achieving the 5-year strategic plan. The results of this plan will be shared with the Montgomery County stakeholders, staff, and community. The department will expect weekly meetings with leadership for updates and progress. While some meetings can be through “Teams”, occasionally, there will also be in-person meetings.
Deliverables:
- SWOT: Strengths, Weaknesses, Opportunities, and Threats (edit or update what the Department already has).
- Identify departmental priorities.
- Define what the Department wants to achieve, how Racial Equity and Social Justice pay part, and types of marketing and outreach.
- Determine the strategic plan strategy.
- Define strategic goals and objectives.
- Develop long and short-term goals and objectives.
- Review, Refine, Develop, and implement the Department’s final Five-Year Strategic Plan for stakeholders, staff, and communities.
